Prospective 2100 : Why and How ?

Why "PROSPECTIVE 2100" ? The idea to built a permanent NGO aimed at future studies raised at the end of the 90's while completing the largest worldwide interdisciplinary study of next century ever made, funded by the french ministry for research. The conclusion of the team who mobilized the expertise of some 600 specialists and worked for ten years on the subject is the following : During the 80's, a great transformation of the technical system has started, which is much broader than a simple collection of inventions. This evolution can be compared to the industrial revolution regarding the magnitude of the social change induced, and also itd time scale (two centuries). The key elements are no more material and energy, as it was the case for industrialization. They are now issued of micro-electronics and biotechnology. This transformation, that we have named the Cognitive Revolution, will appear through successive waves. As it was the case at the beginning of the industrial revolution, the technical change, acting through a "creative destruction" will deeply affect society. Ancient forms of socialization will be crushed. Resulting exclusion and disarray will favourish emerging forms of counter-societies, like maffias, sects and extremist behaviours, the violence of which threatens established civilization. By suvival reaction, the official society has to change for another strategy. It has been the case after 1848 in Europe, when the consequences of the industrial revolution in terms of poverty and social troubles went out of control. It will be the case at the beginning of next century, this time at the scale of the planet. The response of the second half of XIX° century was a massive effort in education and infrastructure (roads, railways, canals..). The one of next century will probably be similar, though turning to the best technology availiable. Great Programs deliver a momentum to technical research and generate employment. During the second half of 20th century, they were mainly military ones, expressing the particular fears of that time. The post cold war world appeals for civilian, constructive and structuring programs. One has to be prepared to invest for the settlement of the planet. Firms, organisations, individuals participating at "Prospective 2100" believe that there are only a few years left before decision makers will have to face social crisis using massive investments in education and infrastructure. They want to use that time to imagine, validate, improve programs for the future in order to respond to the true needs of Mankind and Nature. |
Pourquoi "PROSPECTIVE 2100" ? C'est à l'occasion du plus grand chantier de prospective sur l'évolution planétaire à long terme mené au Centre de Prospective et d'évaluation du Ministère de la Recherche, qu'est née l'idée "Prospective 2100", s'appuyant sur la conviction qu'il est possible et souhaitable non seulement d'anticiper l'avenir, mais aussi de le préparer. Le diagnostic de l'équipe d'ingénieurs et de scientifiques (plus de 600 spécialistes) qui a travaillé pendant une dizaine d'années au dossier le plus complet au monde sur le siècle prochain est en résumé le suivant : A partir des années 80, s'est amorcée une grande transformation du système technique, dont les éléments clefs sont la microélectronique et la biotechnologie. Ses conséquences apparaîtront par vagues successives tout au long du prochain siècle. Cette transformation, qu'on peut appeler Révolution Cognitive, est comparable en importance à la Révolution Industrielle, laquelle a mis deux siècles (1750-1950) à devenir planétaire. Comme aux débuts de la Révolution Industrielle, la mutation technique, par une sorte de "destruction créatrice", atteint profondément la société. Les anciennes formes d'intégration sont comme broyées. L'exclusion et le désarroi qui en résultent favorisent l'émergence de formes antinomiques (sectes, maffias, extrémismes..) dont la violence met en danger les acquis de civilisation. Par réflexe de survie, le corps social est alors conduit à redéfinir ses stratégies. Ce fut le cas dans l'Europe du milieu du XIX siècle. Ce sera sans doute aussi le cas au début du siècle prochain, à l'échelle mondiale cette fois. La réponse du siècle dernier a été un effort massif d'éducation et le lancement de programmes d'infrastructure (chemins de fer, canaux, routes, urbanisme (Haussmann)). Ce sera sans doute aussi la réponse du début du siècle prochain car cette politique, au bout des quelques décennies nécessaires pour qu'elle produise ses effets, a déjà été couronnée de succès. Les grands programmes alimentent l'économie en progrès technique, et aussi en emplois lors des sorties de crise. Dans la seconde moitié du vingtième siècle, ils ont été principalement militaires, traduisant les peurs et les crispations particularistes de l'époque. Le monde de l'après guerre froide appelle un relais par des programmes civils, structurants et constructeurs. Il faut, en effet, se préparer à investir et mobiliser pour aménager la planète. Les entreprises, les organisations et les individus qui participent à "Prospective 2100", estiment qu'il ne reste que quelques années avant que les décideurs soient amenés à des investissements massifs répondant à la crise sociale. Ils veulent utiliser ce temps pour imaginer, valider, améliorer les programmes du futur afin qu'ils répondent aux vrais besoins de l'Homme et de la Nature. |
